PHP Script to scan, cache and automatically link keywords

We are looking for a PHP programmer to do the following:

1. Create include file that can be called on by 1 or many HTML / PHP pages (we would insert this in the page templates)

2. A simple admin page that allows us to define (not create) a silo landing page (normally between 3 - 20 pages max). These pages would be created via HTML editing systems and have specific file names, we just need the admin page to allow us to define the full URL and page name. It would then let us define between 1 and 5 keyword phrases (that would link to each landing page when found in each silo). It would then allow us to define deep link pages that belong under each silo - there could be 5 - 100+ deep pages in each silo (again, we would need to be able to add 1 to 5 keywords for each deep link page). It would need to allow us to define external pages (and let us include 1 to 5 keyword phrases to link to those pages if applicable). Simple rules would be that keywords that are in one silo (and deep link page under that silo) could not link to another silo using a normal href anchor link. It could only link via a link that could not be followed by a search engine spider (yes, we know about the rel=nofollow and don't want to use this). We would need to define the process and cache time in the admin page as well. This would normally be 24 hours initially, but once the site was stable, we would probably want to set it to 72 hours or weekly.

3. When the site was build and loaded, and the admin function was fully completed, we would run the admin for the first time and it would process all the files on the pages on the website. After the first Admin run, the script would read the text on the page (when someone visits the site - it would load and cache for 24 hours, and if we made changes to the Admin page, it would process that page once and cache the change for another 24 hours) and identify any keyword phrases that have been defined to automatically hyperlink to other pages on the site or external pages (as per the config file).

We don't need any user access methods for the Admin page. We would secure this via .htaccess and process when we launch a new site.

We don't need the Admin page to be super attractive. We just need it to work and without bugs. The PHP include script would call on the parameters in the Admin page. We would prefer those parameter to be set in a config file over a MySQL database. We have plenty of sites on various CMS platforms. This script is for our Manual sites that we publish via Dreamweaver and Xsitepro.

Its a smallish (not quite medium) sized project for a PHP programmer who knows what they are doing. We are not in a major rush to get the coding finished. Getting it right is more important then getting it fast. We would like to have it finished and tested within 4 to 6 weeks once we choose the successful bidder. We are not looking to pay the upper level of this small project scope. We are looking to pay at the lower to middle end. You will need to be offering something pretty special for us to select you in the middle end range - just being totally open and transparent so we dont waste each others time.
