PHP/Wordpress Web Page

We currently have a web site that exists but needs a page where wordpress blogs will be listed. Attached is how the page should look like. The header and footer are part of the web site and do not need to be written. The only portion that needs to be written is the content area with the blog information and behavior.
On the left are the blog listings and on the right is an input text box where a user could search the text for the blogs they desire. Beneath the search textbox
are different categories that a user could click on which allows them to retrieve blogs that are classified into certain categories.
I desire someone who is very proficient with wordpress as well as customizing it with PHP and installing it. The functionality on the right side is extremely important. I would expect the work to be done fairly quickly within the next 2 days.
