83175 online database with password

I want an online database set up that can have up to 3000 users. The users must have a password and username to accerss the database. All users will have the ability to enter a new record. Each record will have about 80 fields. Users will only be able to edit THIER own persoanlly input records. All users will be able to search all records based on any of the 80 fields and will be able to use mulitple search criteria and wildcards. Users will have the ability to print search results in several different formats (to be provided to winning bidder). All records will have time sensitive information and will expire at a predetermined time - but will remain in the database. This database shall also have the ability to have one photograph associated with each record and the photograph will be displayed on two of the different search result formats. The use of the database will be for real estate information and may require updates/enhancements at a later date which will be paid for as well.
