PHP website to be build

I need a php website using mysql. We have the whole API from sms country (please download attach for the http post API). We wish to make use of our API with sms country and build another php website. coding should be in OOP MVC concept. There will be 3 panel: Admin Member Coporate User Admin: SMS Log (Just pull from mysql table and generate a report that can see the costing and profit made total, also able to search for all members/coporat users, status, mobile number) Send SMS (To all, to all coporate. to all member, others) Manage Members Manage Coporate User Show Admin Balance (this will check sms country balance) Show total members/coporate users balance (a small report to show the total credits is used, unuse) Settings Member: Send SMS Check balance Transcations (Just like sms log but only can see own transcations and not able to see costing and profit) Coporate User: Send SMS Manage Staff (coporate user is allow to create staffs with their own balance, staff is than able to login and send sms too) Check Balance Transcations (Just like sms log but only can see own transcations and not able to see costing and profit) API: Should allow http post/get to perform the following with correct username and password: Send SMS, Check Balance, Transfer credit from one member to another, transfer credit from coporate user to staff, Transfer credit from admin to anyone, Add credit to anyone, allow to draw sms log using date:time to date:time (20 per request and up to X number per day)
