online store customized order form creation

My internet shop is specializing in buying for my client in any internet shop in the world. Most commonly - at [login to view URL] ([login to view URL] as part of taobao too) - chinese market. We have already done some part of work when a user copies the link of needed product and pasetes it in the window on my website ([login to view URL]), presses "get details" and the site translates and gets different options such as size color) from taobao (need to add [login to view URL] and [login to view URL]) into russian and the buyer chooses the size on my site, chooses the color and then the price for the product is shown in my currency, RUR, according to my internal rate that can be changed. (the rate setting is not implemented). We need to finish it up so that the site works smoothly with all options for taobao and tmall and mobile version. also we need to add administration part (where I set currency rate for sseveral possible currencies). then we need to be able to put the link into the cart as a regular item in store but axcording to the price that calculated based on currency rate and price, also adding the weight cost (transportation cost to store location is based on weight, 200 rur per kg. So when placing link to cart buyer chooses weight option (that starts from 0,3 kg min possible option and then by 0,5 kg, then more and more. In administration part of the site there shoulld be possibility for me to change price per kg. So when pllacing the link into cart buyer chooses approx weight and it also calculates price based on weight too. Weight ading part should be optional for me, it may be turned off by myself whenever needed. If the order is for another website then taobao., the size, price etc may be inputed by client himself, and currency is chosen and the price is calculated based oon this curency rate set by me. shipping cost, tax, if needed can also be inputed in additional costs window (i assume for all other stores there should be emptuy window for tax,shipping cost to Russia or china. client can input it himself, then it is converted into rRUR . Then the client presses "add to cart" and all the chosen parameters are added into cart of our store. And then when press proceed to checkout the client before paying can leave the order there, so that some information may change. The client can pay it right away, but I need to be able to change prices and write note that is then visible for the client. This is because transportation within country can be changed by the seller at the time of sale, also the item may be not available. after changes, the cart informationTHen the ordered information entered by client into order window is placed into excell file for my store usage (great if possible, but optional). file says link - size - color - prece - freight inside country - note of the client. At the same time the amount of money in RUR equivalent to the cost of chosen items is placed into cart and client can pay the total amount.
