258688 PHP MySQL Linux Login System

A website is being revised from a PERL based .htaccess login system to a PHP script driven system. The login system could be based on a register for each user with login and password, and each user will be allowed access to 8 different folders based on the selection in that register. Currently, a CGI script dumps a CSV file into the MySQL on the Linux/Apache hosted cpanel managed server. Either way would work. Either a simple password protected login with an editable register built in, or uploading an Excel file directly into the MySQL with user access permissions. The main landing page on each of the 8 sections currently have a left hand panel (small box with hyperlinks) which populates dynamically. The panel must be driven by PHP, which was a two hour creative for the previous Perl developer. It simply consists of a 1 point box with short text hyperlink titles. The hyperlinks appear ONLY if the user has predefined access to one or all of eight folder. Meaning, only the folders they have permission to access will appear in the navigation panel after logging in. The section is closed once the user closes their browser. Since it is such a large website (1,200 pages) being converted, the project will probably be initiated from an empty hosted space for clean implementation. The only concern the bidder on this project will have is making each of the 8 folders password secure. They will need to allow each user access to any given folder ONLY if the register is set to allow them access. Meaning, users will have a mix of permissions based on a "Y" or "N" switches to any of the 8 folders based on their predefined status. This project seeks a veteran PHP developer, with several years of "real world" business experience. The bidder must have the ability to decipher directions easily with little guidance... deductive reasoning skills a must! Meaning, a person should be able to look a site over and figure out what is needed without my spelling out every detail every step of the way. Candidate must have a professional demeanor, who can read and write English proficiently. The PHP developer must be willing to fix errors resulting from incorrectly coded content until the project works! Those who skim instead of slowly reading detailed outlines need not bid.
