I am looking into creating a site from scratch. It will be a Banner and Link exchange website. Users can join for free and get a banner/link rotation at a ratio that is to be set in the admin control panel. With different type of users with different type of rotation ratios. Users should also be able to pay for a better ratio which can be defined in the admin control panel as well. Looking for someone who can develop a very professional looking website that can do all of this.
