Need to collect rss/reo listings from diverse online sources and place them in a searchable site by location/state. Admin area.

I prefer a local programmer to talk to in person or on the phone. (Northern NJ area)

I want a portfolio, previous experience, examples of sites.

I will give 30% of the money to start the project, then 70% when the project is up and running.

Winner will be based on combination of PREVIOUS EXPERIENCE, price and best plan - not the lowest bidder. I will not except bids from non professionals without credentials so don't waste my time.
