Hi , I have experience working with Windows Phone before. Also I saw that your project is in spanish so the communication could be better with both.

I'm currently a Software Engineer working for the Microsoft Unit at Ordina Belgium. We develop exclusively in .NET (C#). For our customers we develop Windows Phone and Windows applications. Regarding your requested application, I've seen that a required skill is PHP? How does this fit in your request because you only need the app (Windows Phone -> XAML + C#), you have your webservice (is this a WCF service, a Web API service or another service?). The whole project you describe can be written with Visual Studio entirely or do you want to have your project written with Xamarin so you can also deploy to iOS and/or Android?
