Create & Develop Website from Scratch

I need a website designed and developed for a new e-commerce business. Currently, there is a bare-bones version of a website existing, for a single product still in development. I want a web designer to build out the site to look really professional, and from there develop the site so that it becomes an aesthetically-designed, fully-operational website, that can: 1) Display the information in an appealing aesthetic to draw in an audience 2) Captivate the audience's attention in a simple but compelling manner 3) Input and capture contact details from browsers and customers for database management 4) Link to articles and specific content on various pages; and link both ways to a blog and Instagram page (cross-navigation either way) 5) Boost marketing techniques (SEO, White Hat, so that there are more eyeballs on this. I can provide a few websites that are similar to what I would like the final version to look like. However, because my budget is limited, the focus will be initially on the first 3 points above regarding website design and data capturing. This will be phase 1 of the website development process. From there phase 2, will following the strong baseline design, and we can look at improving the SEO and Link Building for greater Digital Marketing relevance.
