Create a Service Status script, that ties into our design

We're looking for a web developer with average design skills to write a service status part to our website. Functionality required is as follows: Admin Backend Panel Ability to Add/Remove Administrator Users Ability to Create/Remove a Network Trouble Ticket (or Known Issue), along with the ability to edit/update said ticket. Tickets should have the following statuses "Reported, Investigating, Escalated, Resolved". The ticket should also be able to be hidden (so a "Hidden/Visible" status). Visible tickets are displayed in a neat way on the status page, whilst hidden tickets are only visible from the administrator backend. Monitoring based on IP & Port. No HTTP service can be required on the monitored servers. It is of importance that the frontend ties into our current web design, and displays both the status, and the tickets, in a good way. Responsive web design is a must.
