Create a program to filter, search and sort data

I require a programmer to create a simple program which will search an Excel spreadsheet for the parameters of the data required and then search in a CSV file to find the data then insert the data into the relevant area of the Excel spreadsheet. I will need to be able to choose the CSV file to search as there are multiple files that I would like to use this application with. All CSV files are in the same format. There is only one spreadsheet with multiple sheets for the data to be entered in to. i.e. Select CSV file to Search ---> Select Excel spreadsheet to get parameters from ---> Search CSV file ---> Insert data into Excel Spreadsheet ******************** NOTE: - The CSV files are over 1,200,000 lines long and WILL NOT fit on to a Excel sheet. - The Excel file has over 2,000 separate lines (3 to 4 columns) to check for each CSV sheet. - The data searched will need to be entered in to the corresponding (correct) date. - Total cost to be NO MORE THAN $50
