Dates Reminder Android and IOS App

I need an expert to create android and IOS application for me and help me to publish it to Google and IOS stores under my account. The application idea is very simple, the user will upload an excel sheet includes dates and descriptions (or he can type it him self the two options should be applicable) and s/he need to select days before the date that he will receive a reminder regarding the due items. When the user receive the reminder X days before the due date, he should be able to send an email or SMS with the automatic title comes from the description of the item something like : REMINDER: (the title should be here) is due within (days). The message body should be automatically generated as well, something like; Dear (Contact Name), I just want to remind you that the (Title) is due within (days). (Signature) There will be website for the app which is part of this project. The website should only allow for pc people to register, download the excel sheet form (has two columns for name of event and date), upload the excel sheet after filling the dates, and see the coming events on line. Furthermore, the website should contain admin panel that gives statics about the app performance along with users information (Name and Email). IOS app including graphical and programming design. Support to publish both apps in the stores. Website for the app with user and admin features as explained above.
