Develop a custom parser in PHP

We have a [login to view URL] file that defines the parameters of several elements: views, tabs and sections. Each of these elements have mandatory and optional attributes. Some may appear just once, some may appear several times. Some are just y/n, some are text, some are a list of values, etc. We would like to have developed a parser in PHP that analyzes one of those [login to view URL] files, verifies if all the definitions in [login to view URL] are correct and, if not, shows error messages identifying the line and type of error. Attached you have a basic [login to view URL] with examples of each type of element. It is not exhaustive. In order to any proposal to be taken into consideration, we require a brief explanation on how the parser will be built, which is required from our side to define the options of each element and evidence of similar works being done before. We would like to have te work done in 48h maximum. Though we have defined it as a simple project ($30-$250) we expect this to be very cheap. New tasks will be assigned to the selected coder after this first job.
