I am looking to develop a website/web service, and I need advice on how to proceed. I only need your information (no development).
The issue is that I need local (non-English) integration therefore will need to develop section by section with more than one programmer - a local (non-English) programmer & an English speaking programmer.
I want to develop sections eg. Messaging, with an English programmer and integrate payment system, etc with a local programmer.
What I need answered is:
How do I set it up so that I can have different programmers working on different aspects/functions of a website and then combine all the different aspects at the end? eg. database to all the functions, etc
Also, are there ready-made solutions that I can integrate for:
- messaging between user
- support/ticket system
- user notifications
Here is a breakdown of main functions the site will have:

I'm heading the technology division of an Indian start-up called Baxi - The Bike Taxi. We are running a successful Motorcycle taxi hailing service in production for two years. The tech is mostly core data serving APIs that serve data to android and iOS apps very similar to Uber.
I've learnt a lot while setting up something like this from scratch - we've built our software development processes on our own so I understand what it takes to work in such an environment. (We have regional language support too since India is a diverse country) and I could advise you with your planning.
Regarding the questions in your project -
1. Chat services - There are many paid as well as free/open source services. Some that I have personally used are cometchat and PHPOpenChat if you're going for a PHP based solution, but there are a lot of them available depending on your technology selection. (Have you selected your tech stack yet?)
2. Support and ticketing = Freshdesk. It has something called Hotline which integrates really well with android and ios apps.
3. Notifications - GCM/APNS for native apps, or if you're looking for managed services I can guide you to those too.
