Discuss implementation / strategy options for a new custom-website using Skype

Hi, I'm looking for an experienced & intelligent web-software architect / web-developer to discuss possible implementation strategies for a new custom website. This job is NOT about building a new site (not yet). Instead it's about discussing which frameworks, languages and tools could be used. I'd like to discuss some options and I highly value your experience and input to plan and specify a new custom-software. I'd like to work with you via Skype and/or phone, so it would be great if you have a high-speed internet connection. If you prefer phone instead, I am very happy to call you anywhere in the world, so that you won't have any phone expenses. REQUIREMENTS (these are NOT options) are: 1) very good working knowledge of the English and/or German language (we need to be able to speak and understand each other very well) 2) AJAX, HTML5, PHP, CSS, responsive web design, version control 3) Bootstrap, Wordpress & know-how about how to write Wordpress plugins ... and you may add your favorites related SKILLS & TOOLS here! I'm looking for advice and want to hear your recommendations. The successful candidate(s) will meet meet requirements 1) - 3) and add some suggestions about which other SKILLS & TOOLS would be helpful (please briefly explain why).
