Build a Website in Urdu target in Pakistan

Hi, I am looking for a Native Urdu Speaker from Pakistan to translate my website and doing some marketing for me in Pakistan. Requirement as the followings:

a. Translate and duplicate my website from English to Urdu (40 pages) No machines translation and all manual translation

b. Build this website identical to existing English site in Wordpress

c. Help me to find two sources for marketing in Pakistan (it can be newspaper or online platform)
