Change PI program

Currently, I have a door lock system that runs on the PI. I am looking to have the code changed to:

1. when I disable an account online, even if it has time left, the user cannot access the facility. We will display a custom message to the user regarding the suspension of their account, etc.

2. i need to be able to associate a PI to a facility, determine if the device is online or offline, and then grant access based on if the facility is a shared facility, and if the membership plan the client subscribes to allows access to multiple facilities. Those facilities are called out in the membership plan.

3. I need a script or program ran on the PI at bootup that is easily configured, such as the VPN, association to the facility, logo display, etc.
