Create a desktop application to view LOL skins (java)

Hello we are looking for a developer to create a application that will export all of the information below after we have launched and logged into the LOL client. This tool will in now way log into the game itself and must only pull data on an already logged in account.
All of the information will need to be exported into an XML document that can be imported into a database. This program must also have a way for us to update it and add new skins as they come out as well as update the rare skins tab.
An example of a tool below is similar to what we want just with more information logged and the ability to add it to an XML we do not need a website or anything like that. This tool is strictly to create a XML file with all the champions, skins, and important information about an account.

Separate spot for rare skins (and a way for us to add skins / change skins in this section)
