need a help on creating custom plugin

I want a plugin that opens up a interface when using a certain command being /transform and has little things that say like saj5 or ssj6 and when clicked on u get like a particle effect around u and it says in chat that (player) has ascended to (transformation they picked) that gives them a certain amount of a buff to strength defense and speed depending on the form which i can edit at anytime and also gives them a time limit on said form And i want to be to take and give people the custom forms using a command like /giveform (player) (form) to give the form or /removeform to take it plus when they transform they get a particle effect i have three forms in mind for this plugin also need it for two of then that when they transform they get certain things added on their skin
