online game data site

I want to build a site for people who play ingress, a google/niantic location based game. Essentially, players on my team are physically going to locations and setting up portals which they connect to each other. It might help to familiarize yourself with the game.  What I'm looking to do is build a simple site that is accessible to agents of my team. All agents receive email alerts when their portals are being attacked which details name and location of the portals. On the site people can all log in and have their notification emails forwarded to a single email that scrubs the data and presents it on a map. Eventually, perhaps we can set up a way to monitor attack statistics of individual players, routes they like to take, etc.  Also, when users log in, they can ping their location and see the last known people that were attacking in their area to get an idea of which enemies are there. This will be a free site, but I am willing to pay for it. Needs to be secure, and all data will come from notification emails and be displayed on the map.  The more players that join, the more accurate the map will be and the easier it is to track the activitieis of the enemy in the game.
