Opencart - scheduled repeating sales order

Hi, I posted here previously but my account was hacked...
We are looking to have Opencart modified to operate not only as a one off sales platform but mainly to operate with automatic processing of prescheduled transactions periodically.
USER WORKFLOW:
User registers
They select items and qty
They select frequency of how often they want order (maybe weekly, maybe every fortnight or monthly
They choose start date (date they want their first order delivered)
They submit
ORDER PROCESSING:
Admin logs in
Admin chooses date range of orders he wants to transact
All orders due for delivery during this period are displayed
Admin selects orders he wants to process
Admin Submits
Orders are marked as processing in system
master picklist is created
individual 2 x picklists are created for each order
Orders are physically picked and packed
Orders are marked as shipped by admin (bulk)
invoice is automatically emailed to customer
Final invoicing amount to factor all pricing features of Opencart (specials, price breaks, customer group discount)
SALES DATA:
Admin logs in
Generates and exports a single file that has a 'statement' amount for each customer. Statement value is the sum of all transactions where order status is shipped.
Admin then bulk marks each transaction within above report as 'paid' after generating report.
Report is then sent as a bank schedule to deduct money from customers account.
REPROCESSING OF REJECTED PAYMENTS
From time to time some payments will not be achieved.
We want to mark these in system as 'nonpayment' status.
We want to then be able to pull a report similar to above but filtered by 'nonpayment' status for reprocessing.
Once report generated we can then mark transactions as 'paid'
I am sure there are other features that will crop up as part of development so please factor extra time for these.
Time line for completion of project is by 10th March 2021.
