photo vote page

Hi i am a volunteer for a non profit organisation and we constantly run kids colouring competitions that businesses supply the prizes. we have the images and its hard to show everyone when we vote and want to show it on a page instead. Wha i want is an admin page i can upload (password protected for my access) images and then view, delete images from a list and shows votes. Also able to click archive and it stores all them images in a new folder with the votes and date so i can look back later. I have a server and can give yu ftp access if oyu want to use, i also have a sql db if you want to use that too. This will then be shown on another page as a table with the image number, image and 3 buttons 1st, 2nd 3rd. when the user clicks on the button it wont allow them to click on that same button again on another image,.
