PHP with Access problem resolution

I have a website that needs work- [url removed, login to view] The access database is small, but is linked to PHP code that has failed. I don't know if it's a problem with the code or a permissions thing with the hosting server, or a problem using Access. I also have a problem with the contact form. I was using Front Page extensions and the form worked, but was told to unload the extensions because it may have interfered with the PHP code. I have a PHP person here telling me that the code is all good, but changes cannot be made permanent because the permissions are wrong. I have the hosting company telling me that permissions are OK. I need someone with strong experience and who can take charge and give me a definite answer.
