WP Plugin - Privacy settings for Multisite administrators

I need a Multisite plugin for the latest version of WordPress. The main point is to add one administrator the capability to edit the new privacy settings. These meta capabilities must be added to administrator: erase_others_personal_data export_others_personal_data manage_privacy_options These capabilities must be granted to the administrator, whose email address is the same as on the Settings -> General page's Email Address field. Only give the meta capabilities, if the user is an administrator. If there is no match with any of the current users, than don't give to anybody the capabilities. It must be valid for the actual subsite, this is not a global setting. But it has to work on all subsites. I'm waiting for your quote and ETA or your questions about the project. Thank you!
