Redirect Script Needed

I am looking for a programmer who can create a redirect script for my affiliate program. The links will work in the following way.
1) A unique URL is created with the Affiliate's ID.
2) The affiliate URL will look like this:
[login to view URL]
3) The link will then redirect to the correct URL, and all affiliate URL's on the page will need to have the Affiliate ID "fred" attached. You will essentially create a string variable that will grab the Affiliate ID from the redirect URL.
We will need to have a basic redirect script and interface where we can add the URL's, and there should be a batch process where we can simply enter the Affiliate ID's and all of the unique URL's will be created. (If we have 10 Affiliate ID's, we should enter one URL and all of the redirect URL's will be created for our Affiliates.)
