Simple Wordpress Plugin to handle Multiple Image Uploads inside the Admin

I am looking for someone to create a simple Wordpress Plugin that
1) Allows an Admin User to select or Upload Multiple images from The Wordpress Admin,
2)Place the URL Location outputs from the Media Uploader In a hidden EditBox,
3) and then using a foreach loop insert a new row for each image uploaded into a custom Database Table inside the wordpress database.
Most of the work to accomplish this is already done and can be found in a custom control that was developed to do almost this exact thing for the Theme Customizer, so most of the code is already written. The trick will be to get this to work on a standalone admin custom plugin options page you will create, instead of the wordpress Theme Customizer.
This should not be a very hard task for a developer with the right skillset.
