Small Script Needed to run file, query URL, get XML result and update SQL file

I have an excel file of cities and their latitude and longitude. I need a script created that will grab run through the each line of the script, grab the lat & long for that city, then query a URL.
The URL will return an XML or JSON response of the 11 closest cities to that location. The script then needs to parse the results, ignore the first result (it will be the original city and we only want the closest cities) grab the city names and states of the other 10 results, then update the db with the names and their associated states. It will do this for each line of the db (as said, it's currently an excel file, but can be converted to MySQL).
