Update an existing HTML website

I have an existing website [login to view URL] which needs updating with:
1. Scrolling text on 5x home pages. Each with a different message. (Java script) . Existing scrolling text isn't working properly.
2. 2x YouTube videos linking
3. Contact form connecting to our email info@[login to view URL]
4. Amend website so we can manage the cms
Once these tasks are achieved, we can discuss phase 2. This will involve additional pages such as a blog page and testimonial page.
The site was built in html and I have all the hosting details.
The changes on this project are Phase 1 of 2 phases where we simply want a 'shop window' and everything working properly(Inc all links). Phase 2, will be rolled out with the successful developer and will include; Wordpress Testimonial & Blog pages as well as some more dynamic elements like facebook comments and video tinted images on Home Page backgrounds.
We will give you access to our host's server, where you can either work in that server(In this instance, you will need to ensure the existing site is backed up) or, ideally, bring the site into your own server, we test it together and then resend to our host.
All specs and collaboration can also be done using Google docs where I share the same doc with you.
Additional small amends include;
5. Insert a small jpeg logo the bottom left side of every page
6. Ensure all the links on the bottom work
7. Any CMS content can be converted to Wordpress if that makes out editorial easier
8. For the 5 x Home Pages, the main page image and nav bar must remain visible at all times. i.e cannot scroll away. The lower half (White space) will scroll up into the top half
9. All instances where the email address is displayed, re-directs to an email.
10. Footer links; Remove inactive one and make remainder links active (Page re-direct or Social Media link re-direct)
11. Privacy, Cookies and Algemene Forwarden(Terms & Conditions) to be linked to their respective text on a separate page or link (as per your advice)
12. Contact form;
- 'Captcha' 'I'm not a robot' anti-spam Challenge-Response test adding at the end of the contact form - input box, 4th row down needs amending to request for 'Your message/Onderwerp' input
- Replace email confirmation message with;
(Dutch flag Here)"Bedankt voor het verzenden.
