Web Script That gets data (3 values) and sends out emails automatically

This should be an script that runs on my cPanel Linux server. Data should be fetched from the internet ( 3 data points, floats) as well as user input values. Only one calculation of which formula is given. Then if criteria is made a email should be sent containing a message.
