windows software for voice recognition

Hi can someone build a simple standalone voice recognition program compatible with windows XP to 10. It must be a standalone software, if using any external libraries you must inform me about the cost, and the program does not rely on java or internet connection etc. C++ preferred. Runs in background, simple user interface, any configuration (such as audio input selection) is done on the interface and a text file. when activated and speaking, the program will recognise the voice and make the best guess, then do 2 things: (1) write the text string in text file, (2) send the text as via TCP to a local IP address. detailed program flow will be discussed, if you think you are a reliable and honest freelancer then place bid, don't put a bid before you know what is the scope and then later said it is difficult and need more money, this is not good service and is not honest. feel free to ask thanks
