I need to build a database? Software? For my nutrition business, to be done in 3 phases (3 separate projects) in this order.
1. It will have to take certain inputed variables to calculate (calculation will be provided) Metabolic body weight, and a few others which will be multipled by nutritional value constants to come up with exact nutritional requirements.
i.e. If the metabolic body weight calculates to 10, and the multiplier for Vitamin A is 5, the end result would be Vitamin A requirement is 50.
This will be repeated for all nutritional requirements - figure 35 nutrients maximum total.
The end product would be to be able to print out a list of all nutrients as well as their exact values (when multiplied by the MBW) as well as the unit of measure (will be provided). Assume general client info would be included with inputs.
Because the calculations and total data entered would be finite, I would think a fixed cost on this part could be bid.
2. I need a linking (? not sure if this is the correct term) database where I can input ingredients as well as their nutritional content in 1 oz measures. If you were to look at a USDA or other nutritional values web site, it will give you the idea of what I will be inputting.
This should be bid fixed cost, you would be doing the 'programming', I would be doing the data entry.
3. The hard part: The ultimate job of the program will be, after determining the exact nutrient requirements (part 1) the user will be able to input various food items to come up with a recipe that will match the nutrient requirements determined in part 1. So, for example, if a person were to input 3 ingredients , the program will tell him how much of each to use to meet the nutritional goal, as well as identify any deficiencies. There will be several adjustments to this part to make it work, because of that, I would assume this phase would be charged hourly. This would also be the phase you may have to drink a lot of alcohol because I have to see the program work before I can see what the changes would be, and changes may cause me to decide there have to be more changes. So, this is the part I become annoying!
I am not a computer person so I have no clue what the most efficient or effective way to do this would be. I have done some mockup excel spreadsheets that show it's theoretically possible, but it's not clean enough to work very well with.
Part 1, maybe it's a quick, 30 day project, part 2, also maybe a pretty fast job, but part 3 is going to be very tricky. (Also, proceeding to part 3 will depend on how fast I get the data entry done for part 2!)
I'd like to keep working with the same person through all 3 phases because, chances are, after this is all done, there will be changes, either add ons or tweaks. Best done with the person who made the program.
Please tell me how you propose to build the program - software used, etc. and, obviously cost. If there is any more information I can provide - not sure if sending the nutritional tables, calculations, etc. will give you a better feel, please let me know.

I think a web based script (hosted on server with your website) is preferable in this case (although I can also create a desktop application). You could also run the script locally on your PC using WAMP/MAMP via browser (if you intend to use it locally).
I will use core PHP code, a MySQL database, HTML, Javascript, CSS, Bootstrap responsive framework, to create the front-end and backend. Users will interact via front-end, while you could add nutrients and other variables via backend. I have experience of creating database driven interactive websites with admin panel.

I would like to introduce the core components of the website I have in my mind. My framework of choice is going to be Laravel. It's scalability and its design pattern perfectly suits this application as it will require modifications. The database system is going to follow my LAMP stack approach by utilizing MySQL. It is sufficient for your current needs and we can even go for Redis (usually used for website caches) for extra performance.
Now onto each milestone. I have split the milestones into sub-categories.
1. a) User Registration system - simple data entry about user's basic information (name, surname, email address, etc.)
b) User body statistics entry system - MBW entry, nutritional constants, etc.
c) Nutrient values calculation formula/algorithm
2. a) Creation of a database that will consist of two tables (one for the ingredient and one for each of the ingredient's components, those being vitamins, fat, etc.)
b) Creation of a simple ingredient entry/creation system that will allow the administrators to enter new ingredients, either from a spreadsheet or one-by-one manually

I might not have many stars near my name (I am registered for a long time by now, but I used to work on other freelancer sites before - mainly Elance), but let's clarify all the details and you will see, that I am the right choice to do this job.

I read the 3 phases of the project. It is not 100% clear for me, but I presume that eventually theese calculations will be part of a website. Am I right? (I will read again tomorrow - it is very late in my timezone already)
Because you asked about the software to be used, here is my answer. With the information on hand I would go with PHP and mySQL for phase 1 and phase 2 , or maybe Python. For phase 3 probably Python again.
Question for phase 2 : is there a database the info could be imported from? Introducing the date seems to be very labor intensive so I thought it might be imported from somewhere.
For better understanding of the tasks, please send me some of the tables you prepaired. It would probably help me to understand better the calculations. I will also have a better look to the USDA and similar nutritional value sites.
