iPad/iPad2 enhanced PDF reader for teaching reading

I am looking for a few special features in a PDF reader for the iPad/iPad2 that I haven't seen available anywhere. The program would need to be able to display pdf's just like iBooks or any basic PDF reader.
Beyond basic PDF reader abilities, I'm looking for these specific additional features:
1. Ability to play embedded audio annotations over iPad speaker when icon gets tapped.
2. Tapping on a word has the iPad read the word out loud (can use Adobe's read out loud feature or I can record audio).
3. Drag finger under sentence (or something like it) reads sentence out loud (can use Adobe or I record).
4. Double tap on a word opens children's dictionary with definition of that word.
5. I create the dictionary that gets used, each entry has word, audio recording of that word and a definition I create and can edit
The other piece that needs to be a part of this picture is a way to access the books. I need some type of data base or scrollable file system that has book name, a few fields, a picture, some key words, the ability to sort by any of the columns and the ability to filter. The pdf database needs to be easily edited, preferably a comma separated values file, tab delimited or something along those lines. Students select books by tapping on the title and the reader opens the book and lets them start reading.
Two additional feature I am interested in that I would like a separate quote for:
1. Ability to play embedded video. Adobe lets me attach quick time video clips and I would like to be able to have those played.
2. Ability to tap an icon that opens up a "window", basically a small frame that lets me give additional content about some aspect of the story. Tapping anywhere on the rest of the page (outside the window) closes the window. What gets displayed can be a second pdf, it can be a .jpg file, but something generic that can be easily created.

Initial phase of work, basic pdf reader and feature 1 from above would be bid as pay for deliverable, upon successful
completion, work can be switched to pay-for-time for the remainder of the features.
