Downscaling Employment

Hi, I'm looking for someone to consult on for a python optimization problem. I'm looking to nail down a method which can estimate gaps in employment data using the rest of the data. I have employment for all combinations of US, state, and county data, and broad, medium, and detailed industry classification categories (2d, 4d, and 6d NAICs codes), BUT there are holes in the data that'd like like to infill. First I'd like to tackle infilling state data at the 2d (broad) level by referencing US-2d, US-total, ST-2d, and ST-total data. The optimize/minimize function should check to see if everything adds up in all dimension combinations but each row has its own unique minimum and maximum value. Let me know what is possible. I'd like to be able to understand the code and I'd like the code to work. In the future, I'd like to be able to expand the code or use it as reference to infill data gaps across all six dimensions (US, ST, County, 2d, 4d, 6d).
