sms web billing

We are a small startup company in need of someone who could develop a sms webbilling system. For a mobile terminated MT country we need to have websites which require the customer to write in his gsm phone number in a box and click "send in". Thereafter the customer will receive a verification request to his mobile phone which he in turn has to reply to by sending it back via his mobile phone. Then he is verified and we send him some 10 sms that we bill him for. In the first of these 10 messages we give him a username and password which he then on a given webpage will enter to get access to a month of browsing on our adult members area. Anyone out there who can integrate internet and sms for online webbilling as described above? Thanks in advance! Richard
