Browsing for projects on freelancer is very time-consuming. The searching capability and filters are not very good, as there are too many projects. I'd like someone to build for me a small application (web or desktop) to intelligently filter freelancer projects and display to me only the best projects for me. It should include a filtering algorithm to learn from the user's preferences and automatically select appropriate projects. The algorithm should be similar to those used for detection of email spam. The user will not do any configuration. Instead the app would show a few projects for the user to rate, and then will automatically learn the user's preferences.

A desktop C# program already developed to retreive all the freelancer projects, the results files can easily be searched for projects of your interests.
