Raspberry Pi ball detection Project

Don't just bid this project until you have read the entire proposal and view all the related videos I need some skeleton code (framework) created to start a project for a raspberry Pi 2 or 3 developers choice .... must be in Raspberry Pi accepted python,(prefer 2.7 but 3.0 is acceptable) (we are now using ELP 170 degree fisheye usb security camera.) to capture the video. If you know of a better camera please feel free to to recommend. Use the camera to take video of a Tennis Courts , detect the boundaries of the court (edges, see attached pix ) The lines of the boundaries are always in white . Save that as a pic or the most efficient way in your opinion , because the camera once set will not move. Then use Motion Detection for the tennis ball (which are always green) . If it lands beyond the boundaries (edges, white lines) the computer prints "Out"(which will eventually be connected to a IPO buzzer . Otherwise it keeps motion tracking the the ball and where it lands and saves the x,y (courts are always the same size see attached pix) coordinates (it will display on a LED screen during testing and will have the option of transmitting coordinates to web server every 10 minutes this I will do ) Phase 1 of this project will locate the white court boundaries of the singles court (see attached pix) Phase 2 will give option of single court or doubles court via a switch for now only phase 1 ... Please Comment your code well ... The job is considered complete when I can load the program on my raspberry PI 2 or 3 and it runs. If this is the first time we have worked together please don't ask for advances until the project is complete. You will see from my rating I am very good to work for, because if you do a good job and keep your code simple as possible this will led to more work that could continue for years .
