RFP Writer: Write RFP for API trading system (software Architect)

Our trading organization (250 companies) uses email to send requests to buy, sell and trade equipment. We are seeking a software architect to write an RFP for creating an API system that runs in parallel to the current email system.
Such a system would:
a. intercept all requests sent to the email system and translate them to the trading API.
b. send all requests that are sent to the trading API system and turn them into email to be sent through email system
c. store all requests sent to the trading API system
d. make those requests accessible by those with the correct token
e. make access to the trading API system controlled by a token
f. create a system to create, manage and shut off tokens
g. allow a block system on requests to the API. such an "send to" / "not send to" allows all requests to be sent to all users or block certain users.
h. create a matching software to managed on a low power server (desktop) at an end users location. such a matching software would allow end users to "upload" a .csv (make, model number) to this software. when the matching software detects API traffic containing a model #, the software sends an email and/or a txt alerting the user that someone has requested to buy equipment that they have in stock.
i. input to the api interface should be via a web interface to the server.
j. format to the interface should be via WTB, WTS, RFQ, WTBE, WTSE, RFQE, OT (want to buy, want to sell, request for quote, wtb europe, wts europe, off topic). then make and model number and quantity and price. there should be room for additional comments to be sent in the api.
k. API spec should be publishable so third parties can develop tools
l. API sandbox should be spec'd out with different token system.
m. a change system / software repository should be included in the RFP
n. Back up of data, software, hardware and redundant site system should be spec'd out and written into the RFP
o. the RFP should contain a timeline
p. the RFP should have preliminary design reviews, a preliminary production review and a final production review
q. the RFP should contain a section for post production support and maintenance
r. The RFP writer should add inputs to any missing specifications from this note.
