Simple VB.NET Image overlay using a Victor Image Processing Library function

In VB.NET, use the Victor image processing library to overlay a border image with alpha channel transparent region over top of a .jpg image.
Drag to move the photo behind the fixed border layer. Output to a picture box, with a save button to allow saving to a full size composite .jpg image.
This project should be fairly easy for skilled VB.net coder who can use .dll files for imageprocessing. The Victor image library has full documentation at: [url removed, login to view] Processing
We currently have a program that does this in VB6, and are upgrading to VB.NET during our rewrite.
