Webscraping autoparts website/s

I need someone to create a program to collect all car parts data from the website that is attached in the xls file. I need it collect car make, type, year and engine and all parts that are avaiable for that car, data for each car part needed is the part number, part name and price. Sample is attached. Once the data is collected, I need the rerun the program each week to collect price changes. Each date the price is collected should have a new column in the export file. Need to have the option to export by car make, type, year and engine, export only parts that have changed prices. It can be done as a php crawler, or as a desktop application, you are free to give me suggestions. Maybe even upload to a sql or some other online database ? I need to send this data to my clients, so I would like a web appication for this also, if you cant do it I can find someone else to do the web interface but then the data should be in the database online so it can be connected with the scraped data. If the program is as a web aplication, is there a way that the ip of the hosting server might get banned because of too much data collections, can that be avoided ? Can it be used on shared hosting or I need to buy a server ? Open for any suggestions. This is the first of 10 websites I will need the same for, so please keep that in mind that this is an ongoing project, will need updates on the programs which will be paied ofcourse so keep all that in mind when bidding and giving your proposals. Please write how you suggest this should be done and how you plan to do it. I need a person who is responsive, avaiable and who will give me updates on the status of the work daily/ hourly to know how its progressing. Thank you
