Web site graphic and design with CSS LL

I need to design a new website [url removed, login to view] I need graphics, menu, and CSS so that it does not use tables and resizes correctly. I also have a new logo for the site.

The text is written for the pages and needs to be put in the pages.

There are 19 pages in total, one of which is a form page and one is the form answer page. The home page will look different than the other pages. Every page except the home page will look about the same but will have a differnet graphic photo of business and labor relations of Costa Rica in the header area.
