Used Car Seller Site

I want a website that is functional like and is similar to the [login to view URL] website. (Of course we want ours as good or better.) There are many other websites like this also to use as an example that you could search for on the internet. I want customers to be able to upload their used cars for sale and add details on their car for sale. They will need to be able to upload pictures of the cars. I must be able to set limits on number of pictures at my request. I already have a domain or two picked out but need to have a website that is really easy to use yet look very professional and very functional. The site will also sell cars/trucks, boats, RVs, ATVs/motorcycles. I will want to or need to: *offer 2 or 3 packages customers can purchase, each with different amount of pictures they can upload, etc. *except coupons that I control and view. * search for vehicles on the site. (You can see [login to view URL] for examples) * allow me to let advertisers on the site for extra income after they pay. * to place banners or portals to other sites on this site. * be able to update site, make changes and evolve the site as time goes on. *able to allow shopping carts or paypal merchant servcies *be compatible for all versions of different browsers *able to password protect some pages *able to host anywhere of my choosing (most likely GoDaddy or Yahoo) but undecided *could even provide me a control panel to manage the site *also many other features needed that can be developed when the right designer/developer is chosen I will want someone to be around when the time comes to ask for additional support or additional projects. Please advise if this an affordable project as I am trying to get the best quotes so I may start my business as quickly as possible. Thank you.
