HTML assistance: picture in a webpage as background

Have a webpage in HTML and would like to have a picture as the back ground? With writing over it ?
What is the easiest what to do this? I work in HTML raw and also do stuff in ATOM and MS Word? Should I be using something else?
We can work on google hangouts and I can share my desktop. Want to learn how to do this as well as get this done?
