IoT WiFi Plant Water Sensor

Looking for a Freelancer to design a low cost sensor that will read basic plant hydration status (and potentially soil fertility as well) and report this back to a central webserver, where the user can then configure at what set point they want to receive an e-mail notifying them that their plant needs to be watered and/or fertilized. The project will include: 1) Low Cost hardware design for sensor, including compact IP67 enclosure for sensor and battery, wifi antenna, and a push button to reset/configure. 2) Web development to allow users to sign up, manage their devices, and the set points for water/fertility at which it will notify the user via email. This should also include the option to name the plant and upload a custom picture (or select from predefined clip art). I envision the hardware to be something akin to this product, but via WiFi and without the need for light/temperatire sensing (unless these options are very cheap and not complicated to implement).
