Below are requirements to open a custom WordPress plugin.

I need a wordpress plugin with an admin panel as below.
1. Top menu - tabs. (pages, subpages, etc.) with some default layouts.
2. Possibility of uploading pdf files to the site.
3. Text search bar "in Hebrew"
4. The site should have the option for users to change the language
"Hebrew 1"
"Hebrew 2"
"English"
1. Top menu - the option to edit the menu - adding unlimited tabs and sub-tabs, the option to create a tab above an existing menu (so that there is no need to redo everything, etc.), the sub-tabs will pop up when you flick over the tab, and so on to sub-tabs, etc.
2. The possibility of uploading pdf files to the site in the easiest way - with the option of choosing a specific link for it / the plugin will automatically create a random link.
3. Hebrew text search bar (from the pdf files) - with free search option - enter any text and the results will bypass dots or commas or punctuation (- a concept that exists in the Hebrew language) and give results even if they are only similar to the search. Advanced search option - from the X tab/y menu that exists in task 1, a specific word/specific sentence search option, anything similar. During the search, suggestions should pop up according to typing.
In the search results, an abbreviation of the words appearing in the result + destination path will appear
After moving to the requested pdf (the result) the words he searched for should be highlighted in the result
4. The site should have the option for users to change the language
