php/web form submit

I have a form that users need to be able to input their information and submit. The data will then be sent to my email address. I also need this form to somehow generate a unique ID # for each form "BEFORE" it is submitted. This unique # would be part of the data that is sent to my email address. I have attached the forms built by previous coder just yesterday, but for some reason they could not complete the back-end submit portion on their own work? It would not work when you submitted it. There is a php file, which is the form, a validate php file for the rules and a "Thank You" redirect html page. I like the set up, but I need someone who can make the form function with these files, if possible.
