a human and animal animator

I had a story i wrote a long time ago that the characters seem very well and i think we could make it a youtube series. I would like a anime like human design. Takes place in the big city and sometimes the country. The main story is there are 4 cats in a animal testing unit that have mutated from shots into regular human beings. The only problem is these mutations cause side effects. They have to eat humans, they can control (sometimes) when their ears and tails come out making them nekos. Their are 2 boy main characters and 2 girl characters that switch between story. The storys main problem is against the government trying to recapture them. I call the story project 666.
