Ad Management Program (Windows)

I need a skilled windows desktop programmer to create an application for monitoring and tracking Craigslist Ads. You MUST have a lot of knowledge on Craigslist, and give away full 100% rights to me. You will not be allowed to resell this or redistribute it. The program will need to allow a user to load in a list of Craigslist Accounts that they use for posting ads, and then run a scan on the accounts to see if their ads are live, flagged, or ghosted. It must also show whether or not the Craigslist Account is Active, On Hold, or needs to be Verified By Phone. It will need to allow the user to search ads he/she has posted within a certain date range and a time range as well. It must be a very graphically pleasing software application that is very clean and appealing, and easy to use. I would be happy to design the GUI as one big image and give you some ideas. It also needs to use open source proxies and authenticated exlusive proxies that contain a username, password, and port. Please bid your best price and turnaround time. I need to hire someone who has Google Talk and who is available daily. I will not release any upfront payments. I will do an escrow milestone payment but thats it.
