Coldfusion User Authentication Profile

Please only Coldfusion developers. Please to not propose any other language. My backend is in Microsoft Access on a shared hosting account. I require a login system for users to sign in. If current or register if new visitor to the web site. I would like to track some information and interest by user. I would like to have some type of user profile administration page, possibly similar to MySpace or other networking sites. I want to create an authentication option where the initial visit to the site only allows the user to view (x) number of pages (articles). After serving some free content, the visitor must establish either authenticate with current user ID (email) or register as new member. Once logged in the visitor can continue to view the site without any restrictions. All new user sign ups must authenticate through their email. Once authentication has been confirmed, they can continue using the web site. Validating users is very important; I do not want duplicate records. All user id must be unique (email) and dated (sign up date, last update). The authentication system must also allow user to retrieve password to their email account if forgotten. Example of a profile page with Name, Email (login ID), address, city, state, Zip, Country, Phone, etc. The only required fields will be the user ID (email) and password. The site/pages should have the ability to use session and cookie management of users. What about if the person forgets to log out on a public computer? Have an cookie option to leave me logged in for (x) days. I will make the site available to get an idea what I am looking for. The basic premise for the project is to duplicate a common user management application for an online magazine. My desire is to have a simple user management page to access articles and pages on a web site. For example, sites such as [login to view URL], [login to view URL] and/or any other newspapers or magazine. You can even consider the way you login into this site. My site currently runs music articles, photos and features. The pages are CFM. I will require you to demo the application before I take receipt of the code. Please provide to me your interpretation. My budget is very minimal and would possibly prefer someone to work over time to complete. The budget at hand is 200-400 dollars. Can be more if spread over the course of several months.
