Chart, Prediction Chart - linear graphic

I will explain the way I have understood the problem, but I am not very sure about that: You have to statistically develop relationship between the extent to which some particular skill/training/ability has developed (on 0-10 scale) versus time spent on the required training set. The relationship system will be used to forecast the time corresponding to unknown levels of development. This might require one of the three types of methods (i) Regression/polynomial fitting (ii) Learning methods/algorithms (such as neural networks (iii) Fuzzy methods (rule setting). Kindly let me know if I have gone wrong somewhere.

In my projects, I work extensively on excel. Regarding your project: I will use regression to get relationship between dependent and independent variable and get error component.
